  • Under Va. Code Ann. § 18.2-308(D), the court is directed to apply a four-prong test in determining whether to issue a concealed weapon permit to an individual. Third, the applicant must be physically and mentally competent to carry a weapon. Fourth, the applicant must not be prohibited by law from receiving, possessing, or transporting a weapon..
